Somewhat low attenuation. Stalled or done?

I brewed a 5 gallon batch of oatmeal stout 16 days ago. Mashed at 155F. OG was 1.064. Fermented with US-05 at about 65-68F. It's been at 1.019 for at least 4 days. That's 70.3% attenuation, which is low for US-05. I'd expect closer to 80%.

It tastes good, so I could just keg it as is. But I'd like opinions on if this beer is stalled or not, and if it is stalled, what I should do to nudge it along. Thanks.

9.0625 lb American - Pale 2-Row
1 lb Flaked Oats
0.5 lb American - Roasted Barley
0.5625 lb Belgian - Chocolate
0.3125 lb Belgian - De-Bittered Black
0.3125 lb American - Caramel / Crystal
 
Don't think its gonna attenuate any further w the higher mash temp and 16 days passed. If you want wait til day 21 and check it.. take a sample reading and keg.
