No-- you're supposed to not let it get submerged. It works by taking the liquid in your siphon line and making it into a spray, thus increasing your wort's exposure to air. You keep it above the level of wort in you primary as you siphon over.

It'll work as well as 'aggressive pouring' or carboy shaking but not as well as pushing oxy through a stone at the bottom of your wort.
