Should I reyeast?

Ok. So I'm new and I bought this equipment kit from someone and it had to kits one so far has come out pretty good I think. The second one I just racked tonight its a Stout and the OG was 1.064 but fermentation stopped a couple days ago and when I racked tonight it was still 1.024 should I reyeast or what should I do? Its currently as of 2 hours ago been placed into my secondary..
 
Well, it's too late now but next time don't do anything to the beer until it's finished, and has been at FG for at least three days. Racking it even though it's not done might stall fermentation.

For now, I'd just wait it out. It might be done at 1.024 (depends on ingredients) but it might drop a few more points even after racking.

most kits come with cheap yeast, and 1.024 might not be outside of expectations, especially for a stout. hopefully, it'll drop more points, though.
 
Ok so I'll back up and describe what I have. I bought this equipment kit from someone that never used it. He had two kits also he was giving me. One was an Amber Kit by TrueBrew. I replaced the old yeast with SA-05. Its bottle conditioning and the FG on it was 1.010 finished off nicely and I tried the sample for the gravity test. Tasted just like a flat amber beer because on carb yet lol.

Anyways the other kit (the one that started this thread) had expired yeast that I replaced with Nottingham yeast as recommend by my local homebrew store. But heres the what I had. This guy I bought the equipment from like I said never used it. But he bought to kits for brewing one was the amber about 6 months old. This was an incomplete kit that I wanted practice on but the LME was 6 years old.... OK. So the ingredients are 6.6 lbs of light LME (six years old so very dark) 1 lb of special grains for the roasty flavor to counter the taste of the old LME, and 2oz Euro Northern Brewer hops with notthingham yeast.

So I cooked this up and it sat in my primary for 13 day. OG of 1.064@(72degrees) and now after fermintation had cease for about 4 days I racked and sample at 1.024@(72degress) Also I'd like to note that there was a small mirror look to the top of the beer when I opened primary. Thanks!
