So 2 weeks ago I bottled my second batch it's a 11.2% triple ipa . What's the chance it's carbonated in 2 weeks. It has been sitting around 70*-75* for the last 2 weeks.
 
I usually pop one in the fridge for a couple days at two weeks and try it out, if it still needs time I'll wait until 3-4 weeks and do the same until I feel like it's good to go.
 
It's probably carbonated. But a beer that big might need some aging to reach its potential. I made a 10% Belgian quad last August and the flavor is still improving.
 
There's a pretty good chance that it is carbonated at least enough to drink but is you point to drink it soon or to drink good beer? With that high of an alcohol content it will be some time before it mellows out and becomes really good. Why waste one now.
 
I say drink one. Put one in the fridge for 2 days then drink it. Sure, it's a big beer, bit its a huge IPA..you want to drink that fresh to get all that hoppy goodness. Sure, it could stand to have some age on it to mellow it out, but at that point you might be missing out on a lot of the hop flavor and aroma.
