scum like layer on top of brew pot

This is my first all grain batch and I have a pond scum like layer on top. I have done many partial extract recipes maxing out at about at a few pounds of grain. I do not remember there being a layer like this on top. It is not in my other pot that I am using to reduce the volume (the second half of the batch sparge collection).
Is this normal?

Boil that nice and hard, and it will rise up and try to overflow. Try to control that, and then suddenly it will break up and disappear. That's the "hot break" and you definitely want that to happen, so encourage it!
