Racked but low alc content?

Is this normal? I racked my brown ale today into secondary and took a hydro reading. I got 1.02 for gravity and only 2.5% alcohol. This is after 8 days at around 72 deg F. Will this rise upon secondary fermentation?
 
I didnt measure it because the hydrometer that came w/ my kit was broken. My hydrometer is a "triple scale" and I though it could mesaure alcohol directly.
 
If you post the recipe I can run it through ProMash and give you an approximate SG.

.5lb British Pale 2 row
.5lb British Crystal
.25lb Cara Pils Grain
.25lb Chocolate Grain
1.5oz Fuggles Hops
1oz Fuggles
1tsp Irish Moss
2tsp Gypsum
British Ale yeast (liquid)
 
What you're reading (to get 2.5%) is the 'potential alcohol'. This is the approximate alcohol content if your brew started at SG = 1.02 and finished at 1.00.
