Quick steeping question

Can flaked wheat simply be steeped, or does it need to be mashed? I'm asking for a friend who is an extract brewer.
 
I haven't used flaked adjuncts in my E/SG or PM beers yet,so I looked it up on midwest for ya. It can be steeped,but it makes the beer really cloudy & difficult to settle out. It says 4-6ozs for a 5 gallon batch. Looks to me like it'd come out clearer in a partial mash.
