question about "wine" coolers abv

Why is it that Bartles and Jaymes peach fuzzy navel is 3.2% ABV which is exactly the same ABV as Seagram's "Margarita wine cooler"?? What's up with the precise 3.2%
 
Its easy to get consistency mixing large volumes of grain neutral spirits, sweetener and flavorings.

3.2 puts it (distilled spirit)in beer tax and supermarket sales range lisencing for all states even though its not a brewed beverage.
 
In Minnesota you can buy beer with 3.2% ABV in the grocery/convenience stores. Everything else must be sold at the liquor store. If your "wine coolers" are all 3.2% it makes distribution simple.
 
That was my thought as well- the legal ABW requirements for distribution. Probably wouldn't apply is most states, but in states with harsh ABW limits on where it can be distributed, it makes for the largest market share. I'm assuming that 3.2% ABV puts them close to the max where they can distribute it just about everywhere.
