I am planning a Belgian witbier and i notice a lot of recipes call for oats. i was wondering if i could just use the oatmeal in my pantry. what characteristics do the oats add?
 
Sure, you could use Quaker Oats. You have to use the Quick or Instant, though, unless you are going to do a cereal mash or otherwise cook them before mashing.

Oats give a silky mouthfeel, because of the oils in them. They must be mashed, not steeped.
