They will fit on with a little effort. Unless you have an unusually long run, 3/16" line is the only way to go.
 
It seems to me from what I see online that the standard seems to be 1/4" tailpiece with 3/16" beer line. Could be wrong, but really only talking about 1/16". Warming up the end definately helps. I know the disconnects I buy are 1/4" barb and they take a little effort to get on, but won't come off once they are.
 
I was worried about the same thing at first, but I stuck the ends in a pot of boiling water and they fit right on the end with little effot.

I have yet to find a 3/16" tail piece (Or a 3/16" barb anywhere for that matter)

Just stretch your 3/16" line over the 1/4" barb. Heat it up a little if you have to.
