That's for cylinders rated at only 1800 psi not 3000 psi, which is normal for CO2.
 
I dunno, I gather from what they're saying there, 1800 PSI is "normal" for CO2, while 3000 PSI would be considered "high pressure".

"The service pressure for standard Luxfer beverage cylinders, whether stamped for CO2 use or not, is 1,800 psi"

All three CO2 tanks I have, while older, have current dates and are labeled 1800 PSI.
