Please HELP! Is this normal? How do I fix it?

I just hooked up my Micromatic Premium Regulator and I think there's a problem. Every time I open the CO2 tank knob, CO2 comes blasting through the blowoff spout on the regulator. Am I totally missing something?
 
Turned the pressure knob fully counter-clockwise?

If you have, then it sounds like the diaphragm is either blown or isn't holding a seal...

Thanks for the reply. That may be the case. I'm still trying to figure it out. Is that a common problem?
 
Blown diaphragms are pretty much the primary failure mode for regulators - but not a brand new one.

If cranking the pressure knob all the way down (ie: counter-clockwise to the stop) doesn't stop the blow-out, try pulling the PRV release out then let it snap back in and see if that stops it. If it doesn't, contact the seller and get the regulator replaced...
