Just got finished brewing a recipe that I found of off here, it's a black ale. My question is, do I need to pitch two packs of dry yeast for a SG OF 1.060? Any help would be very helpful!!!

For 5 gallons of 1.060 ale, 1 pack of S-05 is plenty.

Important:
Re-hydrate per instructions and pitch and ferment at low temp range, like 62-65°F.

Thanks for the reply, I'll follow instructions for re-hydration.
