I got an honorable mention in a Homebrew Label Competition and they sent some "new to me" malt. I was wondering about the Perla Negra and the Double Roast. They kinda sound like Carafa Dehusked III (although lower °) and Special B. Is that a pretty good assumption?

I happen to be brewing an RIS soon and Special B and Carafa III are in the grain bill. Think I could sub 1:1?

CaraRed just seems like a C-20 sub?

340 L is right between a Pale Chocolate and a full-blown Chocolate malt. CaraRed is Weyermann and a 20L Crystal malt. Tasty though. Simpson DRC is very nice and plummy, and will work well in Stouts, Belgian Dark, etc.
