im making a starter tonight and just noticed my harvested Conan is half frozen. Is this yeast trashed?

That thin layer on the bottom is the yeast, they can survive freezing, drying out, and almost anything you can throw at them. I would let it warm to room temp then decant off as much liquid as possible, and pitch the rest into a starter wort and give it 24-48 hours to propagate before pitching into a fresh batch.
