Partial fermentation from Yeast Starter?

I'm currently fermenting an Oktoberfest in the primary and pulled a sample this morning prior to transferring to the secondary and only got a reading of 1.022. OG was around 1.052.

I used a yeast starter from my last batch of washed yeast and was wondering if I didn't have enough yeasties in my starter. This is the second starter I have made using the same recycled yeast (3rd batch). I went ahead and pitched the dry yeast that the local home brew store gave me with the kit for safe measures. I'm going to leave for another week and recheck gravity then.

Anyone have this problem before?
