Oxygen Bottle Hydro Date?

Hey Guys,
I'm not sure if this is the right board to post this on, but here goes. I have the opportunity to purchase a used oxygen bottle, but I am not sure how the hydro dates work. Can you tell me if this bottle is (1) currently in date, (2) how long before it's next testing, and (3) what is the expected life of the bottle. Below is the only pictures I have of it.

Hard to tell from the pic but if that is a medical O2 tank, you are going to have issues filling it without a prescription. If it is a welding tank you are good to go, it looks to me to be stamped 2015.

You could try taking it to a SCUBA place. If they refill tanks, they do hydros on them and those are good for 5 years between hydros. Or call around to welding supply companies and see if they can do one for you. My SCUBA tank has a sticker on it with the year and month punched out.

On yours the 04A13 corresponds to my tank which is stamped 09A94. I got the tank in 1994 and it was filled in December, so at a guess (only), your tank was manufactured last year. If my guess is correct (get it checked to make sure), you won't need a new hydro until 2018.

Not brew related and a sidebar from the original post - but the SCUBA bottle requires two tests - the sticker with the year and month is the visual inspection (required ANNUALLY), while the 5 year hydro date will be stamped into the collar of the tank.
 
OK, so I purchased the o2 tank for $20 (still has oxygen in it too). Now what regulator do I need to get to properly control the flow?
