Not hitting OG per recipe recommendations..

Bought a Brewer’s Best Red Ale kit.

Recipe below.
3.3 lbs Plain Light Malt Extract
2 lbs Plain Light Dry malt Extract
12 oz Crushed Crystal Malt 60L
1 oz Crushed Black Patent
1 oz Willamette Hops (add @ 55 minutes to boil)
1 oz Willamette Hops (add @ 5 minutes to boil)

Used 7 gallons of water to start with. I have a 10 gal. pot.
Steep grains for 27 minutes @ 166-165 degrees. Recipe states 20 minutes.
Brought “tea” to boil.
Added Liquid Malt and dry Malt to the “tea” solution.
Stirred well and then boiled for 60 minutes.
Added hops per schedule.
Cooled with wort chiller to 70 degrees.
Transferred to carboy and took an OG reading.
End with 6.00 gallons of liquid in carboy
OG reading = 1.032 recipe says it should be 1.042 – 1.045.

This is the second time of have not hit the recipe recommend OG.

Any thoughts??
 
I had the EXACT same thing with my BB Bock kit. The kit had OG of 1.066-1.068 and I got 1.050 @ 75F, so about 1.052.
