Dry yeast is already packed with the sterols needed to rapidly build cell walls and reproduce, so in theory there's no requirement to add O2.

That said, I don't think bringing wort up to ~12ppm O2 content regardless of yeast type is a bad idea...

There's a thread somewhere that talks about oxygenating your starter so that you don't need to oxygenate your wort. Never tried it, oxygenating wort isn't so tough, but it made sense to me.
