No gas on my dry stout! Need help...

Hi all,
I brewed a dry stout and I´ve just tasted the first bottle after 3 weeks of conditioning. The taste was ok, but it has no gas at all!
I carbonated it with 1.75 volumes with cane sugar, so I don´t know where the problem can be.
I´m thinking the reason could be I fermented it for three weeks, so maybe, when bottling, there was no yeast left to produce CO2. Is it possible?

Here is the recipe:
6.6 lb ambar malt extract
1 lb belgian pils
1 lb crystal
1 lb roasted barley
0.3 lb chocolate malt
1 oz perle
2 oz E.K.Goldings

any help will be gladly received, since I´m brewing a new (and better if possible) batch of dry stout this weekend!!

No, getting all of the yeast out of beer is very difficult.

I'd warm the beer up a bit (above 20C) and give it another week.
 
ok, I´ll give it another week and see what happens! I know 1.75 is quite low carbonation, but is range within the style, no?
Next time I´ll add more sugar...
