I'm enjoying the search, but I can't find a saint-related city with a population of about 41K in that area...

Boullevard du Pallis bridge (Pont au Change) looking across the Seine towards Conciergerie

that Dec evening was freezing cold and windy. one of the very few images worth capturing before calling it a night at a very cozy and warm brasserie close by

dang it ... was verifying I had the right city (I didn't) ... and a similar image based on that search was among those that popped into my browser revealing the actual location of this ferris wheel

to share the location would be borderline cheating per the thread rules, so I must recuse myself from replying with the answer. grrrrr ....
