Definitely the last two hints that got me there!
This might be a tough one but...
The country shown has a burgeoning craft beer scene but is more known for a different adult beverage.

It took some seroius searching, I was looking all over Scandinavia & Canada at first. Finally stumbled across it while searching "colorful seaside towns."

Here's one that some might find easy:

It is indeed! Kinda hoped it might be a tougher one for Google image search to find, but it pops right up!

I didn't use image search, I thought it was against the rules of the game. I used you location, the fact that you shot the pic, clues from the pic, Google maps & Google earth. So, likely in Chile, those boats look like ocean-going vessels, so a port city, look at maps to find port cities in Chile, use GE. to find appropriately shaped coastline.

Look for corresponding satellite imagry & check street view. This was the tough part, I had a hard time matching satellite to your pic, but I was able to match a few bldgs across the bay in your pic to street view, so I reversed the street view, looking from the other side of the bay back to the area where you pic was shot from. After that, I was able to track it to a few bldgs down the street from where you shot the pic. Verified with the sat map & bingo! Valparaiso!

My first thought was Detroit, because the building with the "U" shaped edifice in the lower left reminds me of some of the art deco buildings there, but there's too much "city" in the background. Zooming in, I see NO signs! What kind of city os THAT?!?!

I'll guess Hong Kong.
 
As I looked at the image, I noticed that it appeared that a roadway is going through that cylindrical black building to the right of center, and searched building with highway through it. It is the Osaka Highway and an interesting story. I have wanted to visit Japan for many years.

I've been through most of Japan (including Osaka). Best trip ever (worked my azz off there, though). My favorite city there was Kyoto (followed by Nagano).
