Have you used this grain bill before. I looks like way too much crystal to me; I would only go with 1/2 or 3/4 lb C-40. Also why the flaked Wheat? I use 1/2 lb wheat malt in IPAs and APAs to give me some massive head retention, and I have found 1/2 lb enough to do the job.

70 IBUs is not a double IPA. I would go for 100-200 and bump all the 15 and 1 min additions to a full oz.

Double IPAs are not cheap.
Look at the recipes on here and you will get some ideas.

General a DIPA has base malt and maybe a small amount of crystal and alot have table sugar to help dry them out to ~1.012-1.015. These beers are meant to be simple clean and dry with massive hop aroma and flavor and an assertive bitterness.

Don't forget to increase your volume because that much hops will soak up alot of beer, and you want to end up with your 5 gallons after transfers and trub loss.

I used this grain bill before with only 3/4 pound of crystal and didn't get as much of that caramel type undertone that I was hoping for. I was considering adding some table sugar or honey, but wasn't sure how dry I wanted it to be. Also, the BJCP has Imperial IPAs IBU range from 60-120. I want a more balanced version of a 2X IPA and not necessarily a kick you in the teeth hop bomb.
