You can use a speed controller (I highly recommend using one no matter what) on it to limit the speed. I think some where on this forum there is a post where someone used a standard light switch dimmer, with a few other parts, to make a speed controller for their AC motor.

Will that produce sufficient torque?

Personally I use my DEWALT power drill. finger is RPM regulator and torque is never an issue.

You will need at least 100 inch pounds of torque and keep it under 300 RPM.
