Most peppery hop?

this is maybe a stupid question, but have you thought about just adding black pepper? some hops may have a certain spicy quality, but not are going to give you an assertive "black pepper" flavor as far as i know. the best way to get black pepper would be to get some high quality fresh peppercorns and grind them, then add late in the boil. you would not be the first person to try it.
 
I have used Sterling for late additions in several beers. it has a spicey profile.
