I've brewed three batches, all using a smack pack. I've been told that I can begin making a starter and will never have to buy a smack pack again. Can anyone offer a rundown of how I would go about it
 
Nope, you would still use those smack packs and pitch them into a small batch of beer for a starter.
You might be thinking about saving some of that used yeast, washing it, and making a starter before using it on another batch of beer. That would save you using a smack pack on that batch, but you'd still need to buy yeast at least occasionally.
