I'm installing a new 240v dedicated circuit with a 50 amp 2 pole breaker for a mini split unit. My main panel is a GE model from the early 70's with the ground and neutral combined.

Currently I have pulled the wire from one side of the house to the other where the main panel is located. Nothing is connected.

Decided to test the breaker with nothing connected and to my surprise both screws registered as being live with my tester even with the breaker in the off position. In the process of getting a new multimeter so I just decided to return the breaker and get a new one. New breaker exhibited the exact same thing, installed in the panel with nothing attached but both screws were live in the off position.

Not quite sure what is happening here and would appreciate any insight.
 
Update to this post.

My new multimeter arrived today and everything is behaving as it should.

Apparently using a ncvt in the main panel can give false readings and is not recommended.

Lesson learned.
