Software can help with that but in general, 1 pound LME = .75 pound DME = 1.25 pounds of base grain. And the specialty grains would be steeped the same way as in an extract batch.
It gets a little more involved than that, but that's a quick and easy way to start and it should work for all recipes that don't have a ton of specialty grains.

Chapter 4 of How To Brew, 4e is a good starting point. Note that Vienna DME/LME was available at the time the book was written, but I haven't been able to find a source for it for a while.
