Late Extract Additions?

I just read a thread from 07 where HBT was discussing maximum hop utilization. Someone linked an article that said theoretical IBU limits for a small 5% alcohol beer is about 80 IBU's but when you increase alcohol and available carbohydrates theoretical IBU limits go up.

How does this work with late extract additions?

I'm doing LEA to up my IBU's on partial boils but am I really not getting the hop utilization I think I am?
 
If you search there are multiple links to a brew network show called something like "what is an IBU?" it supposedly goes deeper into the science of hop utilization and IBU perception.
