Yes, but I don't find lactose to be particularly sweet. Taste it first (you can mix it with a little water if you want) and you can see if its sweet enough for you. For me, lactose is more about adding body than sweetness, although it does add a little sweetness.
 
Lactose will give you improved head.

Yes you can use it ... but note that lactose while not fermentable by typical yeast, is fermentable by lactobacillus.
There's a bunch of things you can do to avoid lactobacillus but the short list is good sanitation. And as there is no boil in cidermaking, I'd suggest using k-meta (sulfites) on unpasteurized juices and ciders if you're going to eventually add lactose prior to bottling (assuming you're not going to pasteurize the bottles).
