Is there any reason L14-30 plugs and outlets would not work for a 5500W element? I'm only asking because of cost reasons. My thought was to take this prewired cable and and cut it in half and then wire the two cut ends to my elements and plug in to my control box. The L14 is 120 or 250 is that a problem?

The difference between L6 and L14 is one extra conductor in the L14. Mainly it would be used on the control panel input where you want to have two hots and a neutral and ground for 120 and 240 in the same cable. There's no problem using it for a 220 circuit and just not using the 4th conductor, it's a waste of a conductor, but if you found it cheaper than an L6, who cares.
