Hi, I kegged my red ale and pumped CO2 into it for about 15 minutes, but it's coming out totally flat with a rather large head. Did I not inject enough into the keg? What is the normal amount of time at 30 psi?

Search forced carbonation. Just setting the pressure to 30 for 15 minutes isn't going to do squat. You can set it at 10 and wait a week, or set it higher (25-30psi) and wait a shorter time trying to catch it right when it hits your desired level of carbonation which is tricky to time. Or you can set it high and shake the keg to force the CO2 in then purge it down to the desired level. I ususally do a combination of all 3. I like to try my beer once it's in the keg so I'll turn the pressure up to 25 and give it a shake for 20 seconds or so, and repeat a couple of times to the point that it is under-carbed but has enough for me to sample it. Then I'll turn it down to about 20 and leave it like that for another 24 hours, then turn it down to 10 and just leave it. Usually by day 3-4 its perfect but in the mean time I've been able to start drinking it since day one in the keg.
