I recently k egged and primed a Belgian pale ale, fermented with white labs Belgian ale primary for about 10 days and 5 days secondary, primed the keg with 4 Oz table sugar dissolved and I don't think it is carbonating properly, was thinking about adding some additional yeast to carbonate any ideas and if so how much should I add.

I'd be very surprised if you needed more yeast.
Is there pressure in the headspace? Could it be that your keg isn't sealing properly?
If there isn't much/any pressure, try a sample of the beer to see if it's sweet.

Should have more than enough yeast and sugar to carb up. Did you seat the keg lid on CO2 properly? If not it's likely that any fermentation occurring to prime is just leaking out.
