Kal clone controller low voltage???

I built a kal clone controller but only added enough to run one element. Biab. As i was doing my initial testing with no element plugged into the controller, i noticed i was only getting 97v to the element plug. I put my leads on the black and red leads on the relay, same thing. Traced it back to the ssr and put my red lead on the power in relay red wire and the black "in" of the ssr. 240v. Same thing but switched black lead to the "out" of the ssr. 97 volts. So i am thinking i isolated it to the ssr but i am not sure if this is normal. Will it bump up to 240 when it detects a load?
