Looks like it could be mold, but I've often found that when a Scoby is first forming and turning white that it can look like mold. I would give it a few more days, if the spots are still there when the Scoby is formed, then it's probably mold. Mold is also usually dry or furry, if the spots are wet, then you may be in the clear.
