Is this just solder or something else? (90' shank barb)

I have these 4 stainless steel shanks and was about to switch over to EVA tubing and got the shank attachments to use. I was trying to unsolder these 90s but it doesn't seem to be solder. Maybe my tip was too small, or would it be something else? If I have to cut and grind it I will but I just wanna make sure I'm not leaving exposed lead or something behind. These are kind of old, they were holding on to perlick 425ss taps.

looks like Solder to me. That does not mean it's not lead or has lead in it. It was very common for solder to contain lead back in the day. some solder even today has lead although its much less common
 
Definitely solder. Inexpensive lead test kits can be found in most hardware and DIY stores like this one from Home Depot...

It doesn't surprise me that solder wouldn't melt using a conventional soldering iron.
Way too much thermal conduction available via the shank and tailpiece.
Propane torch would do it...
