It looks like one, though I would probably have to switch the nozzles out for a more standard tube nipple. How does turning the small bolts affect the flow rate?

If it's not for Co2, then what the hell is it?

You have a manifold for something, but it's not ready for CO2 (at least for our application) just yet. Add some QD's or some 1/4" Ball Valves and you will be all set. The small plugs on the bottom do not adjust anything, they are just plugs.
 
That is a pneumatic manifold for gas.

EDIT: it looks like from the pics at least. You can buy the pneumatic manifolds without the fittings (in stainless too) from places like McMaster Carr.
