When looking for rhizomes, I see all the same suspect like columbus and galena etc.

While I use some of those, the vast majority of my brewing (NEIPAs) I'm using Citry, Galaxy, El Dorado, Mosaic, etc.

Is it possible to get those? Are there licensing fees or something or are they simply unobtanium?

Go look on Great Lakes Hops. You might find some varieties that would work for you. Check out Triple Perle.
