Hello. I have some bulk hops of various varieties, and I’m wanting to make a few 5-gallon batches to showcase them. What would you suggest as a good grain bill for IPA’s? I’ve got some Merkur, Magnum, Horizon, and Eroica hops I’ll be trading out for bittering, and am shooting for IBU of around 70-80.

These days for me, it's 100% base malt: either a quality Pilsner malt like Bestmalz, Weyermann, either Low colour Golden Promise/Golden Promise/Pearl or a combo of these.
 
I used this recipe to try out about 15 different hop varieties over the years:
78% 2-row
14% MO
8% C15-20
target OG 1.056

lately I've been on brut IPA kick and I am liking 95% pilsner and 5% C20
