The grain bill looks solid. I would mash low at liek 150 to make sure you get it dry to accentuate hop character. I usually have 1lb of sugar in my IPA s to help out with this too

I think you should grab some more hops and focus on late hopping. The 30min addition isnt really helping you any. Youd be better moving it to flameout and doing a nice long hopstand to get the maximum aroma and flavor out of them. But most of all, you just need more hops. Plain and simple. I would use 3 oz total in like a pale ale. For a hoppy pale ale, id probably do around 6oz. For an IPA, over 10oz easy. I put a strong emphasis on the flameout/hopstand additions though so the bitterness stays in check
