I bought a pack of Imperial Yeast today. The pack says made in February. Should I make a starter? It’s for a Belgian double.

I never used this is before.
 
Dubbel with old pack - make a starter.
Dubbel with a new pack - make a starter.

If a 5- gallon batch, then even at it's maximum cell count (200 B), it's an underpitch.

Absolutely! Then save some out for another starter in the future, and so on.

Don't overpitch either. A bit of an underpitch (- 20-30%) brings out more character.
