Pull the hydrometer out and look at the bottom of the scale (just above the bulge).
You will probably see specific gravity for one scale, balling or brix for another, and % alcohol for another. You need the specific gravity scale. That's why they are called triple scale hydrometers.
When you find the specific gravity scale, you will see that it is marked in units of 10. i.e 10, 20, 30 etc. These should be interpreted as 1.010, 1.020, 1.030 etc.
FWIW, I agree with DWavs that you're probably reading the balling scale, and the SG is about 1.058 - 1.060.
