By the way, my girlfriend is Bosnian and was able to translate some of this for me. He doesn't say "I haven't been drinking, officer", he says something like "go f*ck yourself" but a lot worse.

I think it's Bosnia & Herzegovina, or at least some part of former Yugoslavia. People drink like crazy down there. The cops don't care too much. My girlfriend's dad told me about when one of his buddies got pulled over:
-Have you been drinking today?
-No.
-Okay, let's go have a drink.

Sure, he knew the cop, but it still says a lot about the drinking culture.
