I've been extract brewing for a little over a year and am looking to step up the quality of my brews. Do I invest my $$ in building a fermentation chamber, or do I go all-grain? Looking for opinions on what will give me the best bang for my buck to improve the quality of my beer.
 
Other than proper sanitation, nothing will probably improve your beer more than temperature controlled fermentation and healthy yeast starters. Do that first. Then do all grain.

You may be able to get into all grain pretty cheaply if you start with Brew In A Bag method.
 
Fermentation temperature control..... Then all grain. All grain at too high a temperature will still not be great. But you can do both at once, there are many versions of all grain. BIAB is a way to do all grain with minimal $$$.
 
All grain will not make your beer "better" necessarily, just give you more flexibility.

Temperature control is definitely the best route for improvement.

Another vote for temperature-controlled fermentation.

You could be the bestest everest all-grain kettlemaster but if you're then letting yeast run wild it's still gonna be crappy in the end...

Temp control and water took my beers to the next level. Since you are extract brewing, the water aspect really isnt an issue for you yet, so along with everyone else, work on ferm temp control. Once you get to AG, water chemistry should be your next objective.

After fermentation temp control and sanitation comes knowing water chemistry including watching out for chlorine. Also look into getting an oxygenation kit

Definitely temp. Control first. Then Biab is a cost effective way to start allgrain.
