I have a book called Craft Beer for the Home Brewer by Michael Agnew. Several of the extract recipes with steeped grains call for adding some hops while the grains are steeping. I have never heard of this. Has anybody done so? What is the benefit?

If one of the recipes was converted to BIAB, would hops be added when the grains were mashing?
 
The hop oils bond with compounds in the wort at lower temperatures so many brewers mash with hops, FWH (First Wort Hop) or whirlpool. I've had great success with whirlpooling so that is the route I go but there isn't one way that works best for everyone so I encourage you to experiment and see what you like.
