Hops addition question

In the middle of brewing a True Brew Oktoberfest kit. It contains 2 1 oz. Packets of Liberty Hops. Directions don't say when to add second packet. Should they both go in for 60 minutes, or should I hold off on 2nd packet.

One is probably for flavor. I'd add one at -60min, and -5 min before flameout.

I'd guess 1 oz at 60 for bittering and then 0.5oz at 20-30 minutes and 0.5oz at 1-0 minutes. No instructions .

Depends on the IBUs of the hops.... you're looking to add enough to get 20-30 IBUs. Octoberfests generally do not have any hop flavor/aroma, so I wouldn't add any with less than 30 minutes.
