Hop aging for recipe calculations

Trying to get a handle on how technical I need to be for recipe development or just trying to replicate another brew recipe.

Looking for input on scaling hops. So the question is: When putting a recipe together, do you use a hop aging tool (Beersmith for example) to adjust for overall IBU content?
