Do I try and pop it out or just cut the top off and go from there...

If I were going to make a kettle out of those, I would remove the bung, and weld a cap over it. No need for a replacement, just seal it up. You'd be lucky if they were just decoration like Pigroaster says.
 
a few breweries use these exclusively... they fill them through the bung and seal them up with a mallet.
i'd go to a welder and ask them to seal that hole... or use them for casking!
 
I use a Hoff Stevens keg for HLT. I replaced the wooden bung with a silicone one. I think it would work fine as a boil kettle. I will get back with some pictures later.

I got it figured out, photo to cone soon. Cutting the top off and plugging the whole. Just using this to boil my sparge water.

What do you think wood or rubber stopper. All this is going to be use for is boiling water..

A # 10 silicone bung with 2 washers, a bolt, and a wing nut. Insert the bung and hardware. When you tighten the wing not the bung expands for a leak tight seal.

^that one sure cleaned up nice!

I've got four of them, each has the top cut off and the plug hole welded shut.
 
I cut the top of mine to fit a lid from another pot.

Thanks for the ideas.. Going to use the #10 bung idea. I plan on using this to boil my extra sparge water
