I brewed a milk stout from extract with an og of 1.060 and let it ferment for two weeks so far. Right now it's reading 1.030 with no visible fermentation activity. What's going on? I'm only a few months into homebrewing so I'm lost.

High FG for a milk stout could be the amount of unfermentable lactose in the recipe or under pitching the yeast. These would be the first two items I would consider.
Let it go a while longer.
