I want to provide some follow-up in case anyone is interested. I brewed basically the same recipe using distilled water and mineral additions based on Bru'n water recommendations and it turned out much better without evidence of the "off flavor" my first attempt had. Thank you for the help.

Good to hear. Too many times people have issues with their ipa's, but have trouble figuring out the cause. Looks like you may need to get a water report and five into some chemistry. Distilled is expensive compared to the fee stuff from the tap.

Bottled or kegged?

What steps did you take to minimize oxidation if any at all?

What steps did you take to minimize oxidation if any at all?

Bottled. I didn't really take any new/extra steps to minimize oxidation. I left the beer in primary (dry hopped in primary) until transfer to the bottling bucket. Obviously minimized splashing during racking from fermenter to bottling bucket.
 
Check your bottling wand/tap for any build up. When my beer had an off flavour and got darker over time it turned out to be an infection from a tap that i couldn't open to clean.
